This week, the Engineering Department's Competency Simulation Review was successfully completed, marking a significant step in the company's talent development initiative.
Five participants—including engineering representatives and after-sales service engineers—took part in the competency assessment. The review panel consisted of the General Manager, the participants' direct supervisors, and representatives from Human Resources, who conducted on-site questioning and scoring.
Prior to the review, an external consulting firm had conducted a thorough analysis of the Engineering Department's job structure, performance evaluation, promotion pathways, and compensation systems. Based on this work, a draft Competency Framework was developed, tailored to the company's current development stage and designed for practical implementation. The framework includes promotion channels, competency standards, capability item lists, job grade comparison tables, and salary scales. This simulation review served as a validation run for the draft framework, providing valuable insights for further refinement.
During the review, all five participants adopted the "case evidence method", presenting real examples from their past work to demonstrate that they met the competency requirements for their respective positions and levels. This approach effectively addressed the challenge of "quantifying capabilities", while also encouraging participants to reflect on their past performance, identify gaps, and consolidate valuable experience. The review panel conducted detailed inquiries, exploring the decision‑making processes behind each case to objectively assess the participants' overall competence.
The entire simulation review avoided vague self‑evaluations and relied entirely on real‑world cases, ensuring clear, objective, and fair assessment criteria. Through the Q&A session, participants gained a clearer understanding of their strengths and areas for improvement.
This simulation review helped refine the assessment process and align evaluation standards across the panel. In addition, the directors of various specialized institutes and members of the product line teams attended the review as observers, gaining early exposure to the competency framework's structure and underlying logic. This experience will serve as a solid foundation for the future development of a similar system within the Research Institute.
